Any version of a content item which has reached a final workflow state is a candidate for publication. Unless a Publish Date has been specified the content will be published by the next publishing operation (unless publication is limited to a specific item or branch using Publish Item), which may be immediate such as if the contributor publishes the item manually or could be delayed until another user, a scheduled task or other mechanism initiates publication.
Publication can be triggered by workflow so that changes are visible immediately after approval, but publishing clears various caches which can have an impact on performance and therefore may be restricted to certain users or urgent workflows. For details, see:

If publishing fails for any reason, such as a system restart during a publishing operation, restart the same publishing operation manually.
